Don't mind sharing at all, but I hope I can remember.... Duplicate layers when you do this so you can fall back on things. I started with a really high-res photo and played with curves & levels to get more contrast. Then I desaturated the image.
Next, I followed this tutorial. I didn't follow the Median or Poster Edges exactly - I just used what I thought looked best. Then I cleaned up some of the lines and areas a bit before I moved on to the next step.
So then I did the Threshold part, leaving a fair bit of the little specks. Then I went back in with a pencil and fixed the areas I wanted black or white. I set the layer to multiply and the white disappears into the background.
If you've kept the original image (hidden while you were working), duplicate that and set the layer under the new outline. I used one of the artistic filters - pencil? or sketch.. something... Heh. But anyway, the default is okay - you'll have this weird ugly greay area, but that's okay. Fiddle with the layer options until you get a nice subtle line overlay with a mostly white area (I think I just soft light.. or overlay.. can't remember ^^*)
Export the image using Save For Web and save it as a gif with 3 or 4 colors. You should get something that looks similar.
Uhm, hope that was at least somewhat helpful and not too confusing ^^*
