You are entitled to their report - why they ruled it "your fault". If you can finagle it, I actually recommend a calm "whatevs" call to customer service saying you need a copy of the report for your insurance company, and sometimes you can get it without being transferred to the claims dept where they will ignore your calls until the end of time. People in that dept are NOTORIOUSLY unavailable - all across insurance companies of all sorts; no one ever wants to pay out funds for anything.

It's shitty they didn't issue a ticket - they SHOULD have considering she disobeyed a traffic law.

I say make idle threats and get your insurance company to fight it as much as they can. The other company doesn't want to pay out, but they also tend to cave if they're forced against the wall. It's posturing, mostly. But as some other folks have said, they depend on frustrating you beyond belief until you give up and "let" them win. Since you are in the right, I say fight it. You have documentation to back you up, and even an animated gif which I say send to your insurance company to provide as additional evidence, plus all your photographs. It gives them a better, more confident place to stand to say "stop fucking with us"; let them fight it out, and at the very least, your insurance should not go up, you won't get any points on your license, and you'll get your deductible back.
