... I'm not really sure a country can be "moving towards Democracy" if there was a violent military upheaval brought about by another country and vicious in-fighting and attempts to kill the people who think they are trying to help you. In fact, I'm not sure a country can be told, "hey, all y'all are gonna be Democratic now."

Pretty sure it doesn't work that way.
